He was a 1979 graduate of Southern Wayne High School and received a bachelors degree in Criminal Justice from East Carolina University, class of 1983. Noel was also an Eagle Scout. He was currently serving as Chief Probation & Parole Officer in Wayne County. Noel was a member and past Director of the Goldsboro Harley Owners Group. He belonged to The Sons of Confederate Veterans, Goldsboro Rifles Camp, and the Mechanized Calvary. Noel was a member and past Master of the Mill Creek Masonic Lodge. He was a 32nd Degree Scottish Rites Mason and a member of the Goldsboro Elks Lodge. Noel was a member of the Shriners, the Jordans Chapel Volunteer Fire Department, the N.C. Probation Parole Association, and Jordans Chapel Baptist Church. He was an avid fan of NASCAR racing.

The family will receive friends at the funeral home from 6:00-8:00 p.m. on Thursday, November 12, 2009.
